What "Prostaglandin-Free" Means
Operational Definition
"Prostaglandin-free" is a marketing descriptor applied to lash and brow serums that do not contain any ingredient from the prostaglandin analog chemical class. There is no regulatory definition of this term under U.S. FDA rules, EU Cosmetics Regulation 1223/2009, or Canadian cosmetic regulations. The claim is not certified, registered, or verified by any governmental body before use on a product label. In operational terms, a prostaglandin-free lash serum is one whose INCI (International Nomenclature of Cosmetic Ingredients) ingredient list contains no compounds belonging to the prostaglandin or prostamide families, including synthetic analogs and derivatives.
Why the Term Emerged
Consumer demand for prostaglandin-free alternatives grew alongside awareness of the prescription-bimatoprost adverse-effect record and emerging compound-specific evidence for cosmetic analogues. Regulatory actions in Europe accelerated this trend. The SCCS issued a preliminary opinion in 2021, followed by a final opinion in February 2026 (SCCS/1680/25) concluding that isopropyl cloprostenate, Ethyl Tafluprostamide (DDDE), and methylamido-dihydro-noralfaprostal (MDN) could not be considered safe for cosmetic use at the proposed concentrations. France's ANSES published a December 2025 cosmetovigilance report attributing periorbital fat loss and iris darkening to isopropyl cloprostenate in one cosmetic-lash-serum case. A 2024 UK OPSS-commissioned analysis confirmed that specified analogues were declared in commercially available lash serums. These sources differ in design and should not be collapsed into one class-wide incidence estimate.
Chemical Class Characteristics
Prostaglandin and prostamide analogues used in ophthalmic drugs or listed in some cosmetic lash serums are related compounds, but they are not interchangeable evidence categories. Controlled studies show that prescription bimatoprost increases eyelash growth; its labeling does not establish that every cosmetic analogue has the same receptor activity, potency, anagen effect, or adverse-effect incidence. Laboratory research links prostanoid FP-receptor signaling to reduced orbital-adipocyte differentiation, but applying that mechanism to a specific cosmetic ingredient requires compound-specific evidence.
Most synthetic prostaglandin analogs carry recognizable fragments in their INCI or chemical names. Consumers can use these patterns to identify them:

How to Verify the Claim Independently
Because "prostaglandin-free" is unregulated, the only reliable verification is to read the complete INCI ingredient list on the product label or brand website and check each ingredient against the patterns above. The European Commission's CosIng database (ec.europa.eu/growth/tools-databases/cosing) lists INCI names, CAS numbers, and regulatory status of cosmetic ingredients and can be used to cross-reference any unfamiliar ingredient name.
Why Consumers Seek Prostaglandin-Free Options
Periorbital Fat Atrophy
Prostaglandin-associated periorbitopathy (PAP) describes a pattern of periocular changes reported with certain topical ophthalmic prostaglandin or prostamide drugs; findings can include deepening of the upper eyelid sulcus, enophthalmos, and orbital-fat changes. Laboratory research involving FP-receptor signaling provides one mechanistic line of evidence. The current U.S. LATISSE prescribing information lists periorbital and lid changes associated with fat atrophy in postmarketing experience, and Health Canada's product monograph includes related labeling. Iris Pigmentation Change
The FDA Latisse label states that prescription bimatoprost may increase brown iris pigmentation and that the color change is likely to be permanent. Ophthalmology literature also reports pigmentation changes with certain topical glaucoma drugs. For cosmetic analogues, the evidence is less complete: ANSES VigilAnses Issue 27 (December 2025) described one reported case of iris darkening attributed to isopropyl cloprostenate. A drug label or single cosmetovigilance case does not establish a class-wide incidence for cosmetic lash serums.
Eyelid Skin Hyperpigmentation
Periorbital skin darkening is reported in the controlled clinical-trial and postmarketing record for prescription bimatoprost. The Latisse prescribing information lists skin hyperpigmentation among reactions occurring in fewer than 4% of trial participants and says it has been reported as reversible after discontinuation in most patients. These are bimatoprost-specific data and should not be assigned to every cosmetic analogue without product- or compound-specific evidence.
Ocular Irritation and Conjunctival Hyperemia
Eye pruritus (itching) and conjunctival hyperemia (eye redness) are listed as the most frequent adverse reactions in controlled clinical trials of Latisse, each occurring in less than 4% of subjects. Additional reactions include ocular irritation, dry eye symptoms, and eye pain. A 2024 comprehensive review of eyelash serums in the Journal of Cosmetic Dermatology (Baiyasi et al., PMID 38475901) noted that adverse effects of bimatoprost include eyelid pigmentation, hyperemia, irritation, iris pigmentation, dry eyes, and eye discharge.
Regulatory Context
The SCCS's 2026 opinion separately evaluated three specified cosmetic ingredients—IPCP, DDDE, and MDN—and concluded that they could not be considered safe at the proposed cosmetic-use concentrations. Its conclusion reflects the evidence and uncertainties reviewed for those ingredients; it should not be summarized as though prescription-bimatoprost labeling alone proves an identical effect profile for every cosmetic analogue.
How Prostaglandin-Free Serums Work
Prostaglandin-free lash serums use one or more of the following ingredient classes. Evidence ranges from conditioning function and supplier data to small finished-product studies, so ingredient-level findings should not be treated as proof of a complete serum's clinical effect.
Peptide-Based Actives
Peptides are short chains of amino acids used in many cosmetic lash formulas. Suppliers may propose conditioning, keratin-related, or follicle-related roles, but those proposed mechanisms are not interchangeable with human evidence for an isolated ingredient or a finished serum.
Myristoyl pentapeptide-17 (INCI: Myristoyl Pentapeptide-17). Supplier materials propose keratin-related roles. The 2020 Draelos study cited below evaluated an open-label, multi-ingredient serum, so it cannot isolate this peptide's effect or establish a category-wide outcome.
Biotinoyl tripeptide-1 (INCI: Biotinoyl Tripeptide-1). Supplier materials propose keratin- and anchorage-related roles. Public evidence sufficient to attribute a precise human-eyelash effect to the isolated ingredient was not identified; supplier percentages and combination-formula findings are not presented as clinical facts here.
Acetyl tetrapeptide-3 (INCI: Acetyl Tetrapeptide-3). Supplier materials position this peptide for cosmetic hair-support applications, often in multi-ingredient complexes. Scalp-hair, supplier, or combination-formula findings cannot establish an isolated human-eyelash mechanism or finished-serum outcome.
Botanical Extracts
Swertia japonica extract (INCI: Swertia Japonica Extract). Supplier and patent materials position this botanical for cosmetic hair applications. Public isolated human-eyelash evidence was not identified, so no direct follicle or circulation mechanism is asserted here.
Apigenin (INCI: Apigenin). A flavonoid found in parsley, chamomile, and other plants. A 2024 PMC study in testosterone-induced androgenic alopecia mice (Shu et al.) showed hair growth results comparable to the minoxidil control group, with the proposed mechanism involving the Wnt signaling pathway and CDK5 targeting. Human eyelash-specific clinical data for isolated apigenin is not yet available.
Castor oil (INCI: Ricinus Communis Seed Oil). A thick oil rich in ricinoleic acid. A randomized periocular trial (Randall et al., PMID 32422285) evaluated castor oil for blepharitis outcomes, not eyelash-growth stimulation. There is no published human evidence showing that castor oil alone extends the eyelash anagen phase.
Vitamins and Amino Acids
Biotin (INCI: Biotin). Biotin is used in cosmetic hair and lash formulas, but evidence about dietary deficiency does not establish that topical biotin accelerates growth in a person without deficiency. Public isolated human-eyelash evidence for topical biotin was not identified.
Panthenol (INCI: Panthenol). Panthenol is commonly used as a humectant and hair-conditioning ingredient. Conditioning an existing lash fiber should not be described as proof that a formula changes follicle growth.
Hyaluronic acid (INCI: Sodium Hyaluronate or Hyaluronic Acid). In cosmetic formulas, hyaluronic acid is used primarily as a humectant and skin-conditioning ingredient. That function does not establish a direct eyelash-growth effect.
What to Look for in a Prostaglandin-Free Lash Serum
1. Verified INCI Ingredient List
Read the full INCI ingredient list, not the marketing front copy. Check every ingredient against prostaglandin analog naming patterns. The INCI list must be disclosed on the product label or packaging for any cosmetic sold in the U.S., EU, UK, or Canada per applicable cosmetic labeling regulations (in the U.S., 21 CFR § 701.3). If a brand does not provide a full INCI list, that is a transparency failure.
2. Active Ingredient Class and Supporting Evidence
Identify which actives the brand relies on for its efficacy claim. For each, look for peer-reviewed published clinical data on the finished formulation or a closely comparable one, whether the evidence is independent of the manufacturer, and whether the study used objective measurement tools (digital image analysis, trichoscopy, standardized photography) rather than self-report only. Supplier-issued ingredient data sheets are not equivalent to independent clinical trials.
3. Manufacturer Transparency
Genuine transparency includes full INCI disclosure, accessible clinical study data, disclosure of who conducted safety testing, clear identification of the preservative system, country of manufacture, and a mechanism for reporting adverse reactions. The Modernization of Cosmetics Regulation Act of 2022 (MoCRA) now requires U.S. cosmetic brands to report serious adverse events to the FDA within 15 business days and to maintain safety substantiation records. Consumers may submit adverse event reports directly to the FDA.
4. Formulation Quality Indicators
Useful quality indicators include a complete INCI list, legible directions and warnings, batch or lot identification, appropriate stability and microbiological substantiation, and a clear way to report an adverse reaction. A marketing claim such as "sensitive-eye friendly," a stated pH, or the presence or absence of one preservative does not by itself establish tolerability for the complete formula.
5. Suitability for Sensitive Eyes and Contact Lens Wearers
A formula without prostaglandin analogues does not have the same ingredient-class exposure, but that absence does not guarantee that the complete product will be irritation-free. Contact-lens wearers should follow the product's current directions and ask an eye-care professional when they have ocular-surface disease, chronic dry eye, or a history of reactions.
6. Cruelty-Free and Animal-Testing Certifications
Animal-testing laws and certification standards vary by jurisdiction and can change. Consumers seeking cruelty-free products should check the brand's current policy, the current rules in their market, and the scope of any certification rather than inferring status from a general marketing claim.
7. Realistic Timeline Expectations
Timelines are product-specific. Prescription bimatoprost has controlled drug studies with defined endpoints; cosmetic formulas use different ingredients and often rely on smaller open-label or observational records. Use the timeline published for the named finished product, review the study design, and allow 8–12 weeks for a practical cosmetic assessment unless the directions say otherwise.

Hedin and Rosberg (PMID 6315510) studied cAMP and steroidogenesis in immature rat ovary, not hair or eyelashes. In the study indexed as PMID 36012223, α-phellandrene was the test material and forskolin served only as a positive control in an in-vitro dermal-papilla-cell experiment. Ricinoleic Acid
INCI context: Ricinoleic acid is the dominant fatty acid in castor oil. Pregnancy
The current LATISSE prescribing information says there are no adequate and well-controlled studies in pregnant women and that use during pregnancy should occur only when potential benefit justifies potential fetal risk. “Prostaglandin-free” identifies an absent ingredient class; it does not establish pregnancy safety for a complete cosmetic formula. Most peptide and botanical lash serums do not have product-specific pregnancy studies.
